USB access needs Chrome and a page served over HTTPS or from localhost.
On Android, make sure USB OTG is enabled before connecting the controller.

Plug the controller into this tablet with a USB data cable, then tap
Connect and pick it from the list Chrome shows.
USB connection diagnostic
If Chrome can see the controller over USB but not as a serial port,
this read-only check opens it through WebUSB and tests whether Chrome
can claim its CDC interfaces. It sends no commands to the controller.
